While this change has been incredible, there is still room for improvement. Most of these children and teens are being charged for non-violent crimes or as an accessory\/accomplice. The problem really starts with the prosecutors, not the judges, with over 98% of all juveniles in the adult prison system being sent at the prosecutor&#8217;s discretion. This is a problem that also disproportionately affects black and native American youth, when compared to white youth. There needs to be legal changes made to the system, with more power in the hands of the juvenile judges.
